Multi-site sponsor compliance needs one worker record, a clear action owner and a documented handover when responsibility changes. Local managers report relevant events; the central sponsor team assesses the required action, records any report and checks the evidence. Access should follow configured roles and responsibilities.
Separate the location from the responsibility
A worker’s location and the person responsible for their records may change at different times. Record both. When a worker moves site, review whether the change affects the sponsored role or reporting duties, update the operational record and transfer any open actions to a named colleague.
Do not assume that every site is a separate sponsor or that a central dashboard replaces local supervision. Map the actual legal employer, sponsor arrangements and management responsibilities before configuring the system.
Use a consistent handover record
A site transfer should leave enough information for another manager to understand the current position without reading a long email chain. Keep the handover alongside the worker record and link to source evidence.

- Attendance or absence matters needing follow-up

Give head office a review queue
The central team needs a view of unresolved work, not just a total headcount. Review unassigned tasks, overdue actions and records recently changed by local teams. Agree an escalation route for items a local manager cannot resolve.
Use the same definitions across sites. “Checked” might mean that a file exists to one manager and that the prescribed check has been completed to another. Write down what each status means and what evidence is needed to close it.
Test permissions with realistic scenarios
During implementation, test the roles your organisation actually uses. Check a manager’s permitted staff view, the central compliance view and the process for covering an absent colleague. Avoid assuming that a role name automatically creates the right scope.

Measure process reliability
Useful measures include overdue actions without owners, handovers awaiting acceptance and records that cannot be retrieved by authorised cover staff. These measures expose operational gaps without pretending that a dashboard number is a Home Office decision.
For care groups and other multi-site employers, keep HR and sponsor evidence distinct from clinical or service-user information. Give people access to the information required for their role, and review permissions when responsibilities change.
